A detailed process from start to finish of a bidding project





1. Project approval

2. the bidder for the construction of the construction project shall register and report to the competent administrative department of construction of the engineering trading center with the approval documents such as the approval of the project.

3. bidding qualifications of construction units

2. prepare prequalification and bidding documents

prequalification application letter, legal representative's identity certificate, power of attorney, applicant's basic information table, financial status table in recent years, similar projects completed in recent years, projects under construction and newly undertaken, litigation and arbitration in recent years, and other materials.

4. validity period of bidding


5. sealed submission of bidding documents

the bidding documents shall clarify the validity period of the bidding according to the situation of the project, and should not be too long or too short. in the event of special circumstances, i.e. the opening of tenders cannot be determined for various reasons, the executing agency and the procurer must request the bidders to extend the validity period before the expiration of the original tender validity period. such requests and responses must be submitted in writing. the bidder may refuse such a request from the executing agency and its deposit will not be forfeited.


(1) the bidder shall seal and submit it in accordance with the requirements of the solicitation documents. for example, sometimes the executing agency requires bidders to seal all documents including "price documents", "technical and service documents" and "commercial and qualification documents", and sometimes they will be sealed separately and submitted separately as needed, which is based on the actual situation, but must be specified in the solicitation documents;

(3) the official seal of the bidder and the seal of the legal representative and the authorized representative are not affixed, and the authorization letter of the legal representative is not provided

(4) the bidding deposit has not been submitted or the amount is insufficient, the form of the bidding deposit does not meet the requirements of the bidding documents, and the deposit and remittance are inconsistent with the bidder's account opening bank;

(5) the validity period of the bid is insufficient;

(6) incomplete qualification documents;

(7) bidding beyond the scope of business;

(8) the bidding goods are not produced by the bidders themselves and the authorization and supporting documents of the manufacturer are not provided;

(9) when adopting joint bidding, the obligation documents certifying the responsibilities of the joint parties are not provided;

(10) failure to meet the main parameters in the technical specifications and the issuance of bidding announcements beyond the range of deviations.

3. publish a prequalification announcement

13. refund of the bidding deposit


within 5 working days after the signing of the contract between the bidder and the successful bidder, the bidding deposit shall be refunded to the bidders who have not won the bidder.
